Hello, I’m Seong Jin Hwang, Branch Manager of SAMSUNG E&A UAE.
The UAE branch serves as the regional hub for the Middle East and Africa, supporting contract acquisition, marketing, and sales efforts across the region, while also overseeing project execution throughout the Middle East—excluding Saudi Arabia and Bahrain.
Since its establishment in 2007, the UAE branch has experienced growing pains, due to the challenges of executing large-scale projects and securing new contracts during the low oil price era. However, since 2018, after navigating a difficult period, we are now striving to reestablish ourselves as a key growth base for the company.
Following my appointment as Branch Manager in 2025, I worked with our team to redefine the UAE branch’s Vision and Slogan. Our Vision, “Innovating Locally, Executing Globally,” reflects our commitment to leveraging our accumulated local presence in the UAE to enhance both contract acquisition and execution capabilities, while further advancing our global operation excellence. Our Slogan, “IMPACT – Innovate Market, Perform Ahead, Completion on Time,” expresses our dedication to market innovation, expanding contract wins, and completing projects on time through the AHEAD strategy.
With these goals in mind, the UAE branch is committed to becoming a stable and reliable driver of revenue and profit for SAMSUNG E&A.

Fawzi Alhosani
Government Relations
Hello, I am Fawzi Alhosani, the head of the Government Relations (GR) team at SAMSUNG E&A UAE. I will explain some of the work we do on the GR team, how it is managed, and the process involved. We coordinate with UAE regulations to ensure permits and manage all visa processing. This includes ensuring that employees maintain good standing within the UAE and some GCC countries. Our focus is on compliance with the Ministry of Human Resources and Emiratisation (MOHRE) and the Federal Authority for Labor and Citizenship, as well as customs and port security (ICP/ICB), which is similar to the Ministry of Interior (MOI) and immigration.
We handle all visa processes for employees, whether it’s an employment visa, mission visa, service visa, or temporary visa. We also issue gate passes in collaboration with SISPA for employment purposes and coordinate with stakeholders such as ADNOC and customs authorities. The same process applies to our vehicles and equipment to issue work permits and security passes, ensuring smoother operations.
We support Emiratisation by managing all employee documents and certificates, including contracts and visa cancellations, through the ICB system, using a digital tracking system. We monitor permits, regulatory updates, and affected programs to align our strategy with the GR department and SAMSUNG E&A’s goals. Our aim is to be a successful team providing excellent service to employees.

Hello, my name is George. I am the group leader for procurement at SAMSUNG E&A the Abu Dhabi office.
Our procurement role involves managing the supply chain and leveraging global sourcing capabilities to secure high-quality materials and ensure timely delivery. We focus on integrating new technologies and materials while considering the various equipment requirements for plant consumption.
We implement a structured process management approach that aligns with the unique characteristics of each project and contractual requirements. This ensures efficient resource allocation, minimizes risks, and optimizes procurement workflows, ultimately reducing costs and accelerating construction timelines.
Given the complexity of projects involving design, procurement, and construction, we take a proactive approach to manage potential delays through continuous collaboration with key stakeholders and data-driven decision-making. We identify challenges early and implement effective solutions to ensure seamless project execution and timely contract delivery.
Additionally, we provide troubleshooting support to resolve procurement-related issues such as supply chain disruptions, material quality concerns, and vendor management challenges. By implementing proactive strategies and real-time problem-solving measures, we ensure seamless project execution and contract fulfillment.

I am Mohamed Bakr, the Group Leader of Accounting and Taxation at Samsung E&A. I transitioned into the role of Tax Leader for the GCC region (UAE, Kuwait, Qatar, Oman, and Iraq) and North Africa (Algeria). Currently, as the Group Leader of Accounting and Finance, I continue to be actively involved in MENA taxation, working closely with our Seoul office and various government entities.
In my present role, I oversee the development and implementation of financial strategies and taxation frameworks, ensuring compliance and operational efficiency across our complex, multi-regional operations. This position requires a comprehensive understanding of global tax regulations, risk management, and strategic financial planning.

At GRC, we manage overall HR functions, including but not limited to strategic HR, organizational development, and talent management.
The Global Resource Center has been instrumental in establishing comprehensive HR frameworks, policies, and talent management solutions. GRC follows a transformative approach to organizational growth, driven by initiatives in change management, HR technology integration, and the implementation of effective HR strategies tailored to diverse environments.
The global resource team has successfully implemented market-leading compensation and benefit policies while fostering localization through specialized programs. We establish robust HR policies for global projects, adeptly address employee concerns, and govern HR frameworks. Our strategic oversight reflects a comprehensive approach to HR operations and business alignment.
